Of the ones I know of personally:

Jackson Rancheria has no RV parking or hookups. There's a nice campground 
about 20 minutes away.
Thunder Valley would probably let you park there, no charge, but no hookups.
Rolling Hills has no hookups, either, but probably would not charge.
Colusa Casino, same sort of deal.
Black Oak has no on-site/overnight parking, I don't think, but there's a 
resort nearby.
