Yes, unless your jack stand, using only its flat metal foot, is touching the
ground your trailer is not grounded.  Dropping a tow chain would also do it,
provided that the chain isn't rusty, the trailer is regularly used (this
polishes the inside of the links and provides a good conduction path), AND
the chain is welded to the trailer tongue.

Your tow vehicle is on tires also and isn't grounded either.  Are you going
to put those rubberized grounding straps that drag along from the frame on
it?

I'm assuming that your concern is not only with getting a "poke" (line
voltage OR higher) but also with static discharge, correct?  If that is the
case I would probably suggest that you put those same rubberized grounding
straps on the trailer also.
