[A/S] Gas(stove, furnace, Waterheater

I am having a problem getting the furnace, etc., going on the
Airstream. I have checked the tanks for gas(unscrewed the little valve
cap things and gas comes out), I turned both on tanks. Just don't seem
to get gas to anything. The 3 burner stove for example. I turn on the
burner knob(all the way to the left stop is off and a quarter turn to
the right stop is on, right?) Nothing. Talked on the phone to the PO
and he said that it takes awhile for air to flush out before gas can
begin burning. I don't get any air or gas, no pressure, no hissing. I
checked the valve just beneath the burner tray, on the starboard side,
and checked the valve under the sink, to the furnace. I think the one
on the furnace should be parallel to the vertical tubing and the one
under the burner is parallel to the vertical part of the tube upline
from the elbow.  I have tried those in both positions. I have tried
the hot water heater too. Zilch. Valve turned to off for 5 min, turned
to "pilot" and held against spring rebound and still no gas to the pilot.

Hmmmmm...is there a mystery valve that I have missed. I have the
owners manual and it does not show any valves other than the ones on
the tank. The regulator, where the two tanks hoses meet, seems to be
quite old. The little red lever is quite faded and partly chipped off,
but still turns 180 degrees. The plastic prism on top is frosted and
brittle. Does that ever cause a problem? Would it be appropriate to
hook one tank directly to the system or would that bypass the
regulator and produce disasterous results? (I'm thinking it would go
Boom!!)

Any help would be appreciated.
