Daisy,

According to the current Airstream website spec's for the 05 Bambi's the 
16' does indeed have one combined 21 gallon tank while the 19' has 
sperate black and gray tanks of  18 and 21 gallons respectively.
It would only be in an extremely tight situation that any RV 
manufacturer would combine the two tanks. If Airstream wouldn't do it, 
it is very unlikely some else could any still keep that much capacity.
If your gal pal is really concerned she might consider taking along a 
blue boy so she could expand her capacity.
