Exactly, thanks Dick.  I don't think laws need to specify.  When a law says 
safety chains must be used it's a given that they mean correctly.

In states that say motorcyclists must wear a helmet they don't specify on the 
head.  It's a given that they don't mean they can wear it on their knee.

Crossed chains are the correct way to use them.
