Steve on my '01 Safari (where I had the problem) and
my '04 Classic the side vent cover is secured by two
small plastic clips which slide over each end of the
outside vent door.  Normally once you set up, you move
these clips aside which allows for the vent door to
open up based on the exhaust fan air pressure.  You
secure the door before you travel.  

In my case during a campout, I found that the door,
while covering the vent, is easily penetrated by wind
driven rain when its in its unsecured state.
