A lot of work.  I doubt that it would be worth it unless it is rare or 
has special sentimental value.

The frame is a welded structure.  Once you have the shell off you could 
replace individual parts that may be rusted out such as cross members or 
outriggeres, but I doubt that you could change a complete rail.  It 
would make more sense to just get a whole new frame.

If you mean by the trailer floor, I don't know, but I doubt it.  The 
floor is fastened down to frame, but the fasteners probably aren't 
sturdy enough to hang the frame on the floor.  (I assume that's what you 
meant?)
