Brad,

The Siskiyu pass into Oregon shows 4310 ft at the border. That will be 
your  hardest unavoidable pull.
Recommend you go through El Paso and stay on I-10 to the California 
line. Then take US95 N to Needles. Get on I-40/CA58 and go west to CA99. 
Take CA99N to either Manteca or Stockton and jump over to I-5 for the 
rest of the trip. This route will keep you at lower elevations nearly 
all the way and avoid the LA basin and San Francisco but not Sacramento. 
Now of course if you want to get off the Interstates and kinda wander 
then who knows.
