I don't know how a 1999 differs from a 1959 but I sloved the problem 
on my 1959 Tradewind.
1) forget about rivets.
2) get some polyethelene about 1/8" thick and using a hole saw make a 
bunch of poly washers about 1 1/2" diameter or using a saw you could 
make them square.
3) Buy a bunch of fender washers about 1" OD with a small hole. 
4) Obtain  Self drill- self tap Robertson screws # 8 x 3/4".
5) With the poly washer next to the Aluminum screw the belly pan 
on.   The poly washer is to prevent corrosion between Aluminun and 
the steel fender washer. 

Works for me, did it about 8 years ago no problem since.
