Randy,
If WiFi is built in,  you do not need a PCMCIA card.  Most laptops have 
a small "slider" type switch on the side of the computer to turn WiFi on 
and off.  Have you checked to make sure the switch is in the on 
position?  Look at the documentation that came with your laptop and 
there should be a diagram showing where the switch is located or call 
Dell.
