Need a second opinion on that swamp cooler.
If you have an Armstrong A/C and it sometimes cycles then other times the
blades need a little encouraging push to start, you probably have a bad Run
Capacitor.
On your unit the capacitors (three) are in one assembly. You can still find a
capacitor that matches either one of the three but you will end up with
separate capacitors. And when you install either 1/2/or 3 you will need to make
a bracket for it. Also capacitors for the run side cost less than 5 bucks.
As for the water problem. Sounds like your drain tube is clogged.
The drain tube comes out the bottom of the trailer just forward of the right
side tires (street side). You can remove the top of the A/C unit and find the
drain hole up there too. Remove any leaves etc.. that may be there then you can
pour bleach down it to remove sludge and low air pressure if you have a
compressor to remove other debris.
