This whole thing turned out to be unsubstantiated.  A spokesperson for
Flying J said if there is such a law in Ohio, they don't enforce it.
Apparently, the information was given out by one employee at one Flying J
and even that can't be supported.  Flying J claims they have no employee
named Mary Blanscett.

The Governor's office has been inundated with email and phone calls and they
are shocked at the reaction and know nothing about any of this.
