Ray & Anne,
 Did you leave a h/w faucet open long enough to purge all the air from the
water heater?

I've had problems getting water to flow from a faucet because of a plugged
screen in the aireator.

A possibility is that there was freeze damage and someone simply capped the
lines rather than repair them.
