[A/S] Trailer shocks

After ordering 4 shocks for my 1986 Argosy, my tire dealer agreed to 
install them. The two on the curb side, were replaced w/o a problem. 
However; the street side, was another story. Apparently, the 
original shocks were installed on the axle assembly, before being 
assembled on the trailer. It appears that the axle assembly is off 
center, just enough so the shock won't clear the inside wheelwell. 
Has anyone had this problem?
