I boondock with my AS on my land near Yellowstone NP (23 acres at the
base of the beautiful Beartooth Mountains in Montana) during the summer
months so I can offer some insight.  

We use our trailer as our "base camp" during the summer on our land
while we hike, fish, mountain bike, etc.  This is a fairly common
practice out in these parts.  

Are you having the well dug just to furnish water for the AS?  It would
be far more economical to have a poly tank installed above ground or a
cistern installed below and have a water truck deliver water (typically
4000 gallons).  You can siphon or pump from the holding tank when you
need to fill your AS tank.  You are obviously going to have to have the
electricity installed before the well would be operational.  Good wells
require some attention and TLC and are not cheap (depending in large
part how far down you have to drill to get a reliable flow rate - i.e.
300 ft. drilled around here runs well over $5000).  Don't know if it is
too late to consider this or not.

Re: electricity - $100 per foot for trenching/running line is not too
bad but do you really need to have power available at the lot?  Sure it
is nice but you can buy a couple of really nice generators or solar
equipment and have save $thousands and still meet your needs while
boondocking.  What all do you plan on running off of electric (i.e. the
fridge can run off gas, water heater gas, etc.) that would necessitate
ready power.  

Don't know why you would need a septic tank built on your land unless it
is required by Cal. State law.  Why can't you create a drain field on
your property and dump your sewage there (which is what a septic system
does anyway).  You don't indicate the size of your parcel so I don't
know if a drain field is possible or practical Usually state law
requires the drain field be a specific number of feet from your well so
there is not contamination of your well water.  

I know nothing about the Sierra Nevada Foothills so I wouldn't know how
difficult the access to your property is (is it really remote?). It
can't be too inaccessible if you can get your trailer to it :)
