The solution is fairly simple, I have done it.
I took some 1/8"  polyethelene and with a hole saw on a drill press 
cut out washers about 1 1/2' dimeter.   Then get some fender washers 
(large diameter small hole).  With self drill/self tap sheet metal 
screws, put the poly washer against the aluminum, then the fender 
washer, and screw the belly pan to the cross frames.  If you can get 
Robertson screw heads which you may not be able in the US as they are 
a Canadian design which have not found acceptance in the US. They use 
Phillips.  You don't need as many of these as Wally used as they are 
a lot stronger than his pop rivets.
The poly is to prevent corrosion of dissimilar metals, ie aluminam.
Don't do this without safety glasses.

If find that there are holes that you can't make mouse proof, then 
stuff steel wool in the hole and spray in expanding foam.  The reason 
for the steel wool is if the mice decide to eat the foam they will 
not mess with steel wool.
