Just a few thoughts about your difficulties...  

I am assuming you are using a serial connection.  Make sure the
speed of the connection matches in both the software and
hardware.  GPS hardware usually talks at 9600 bps.  Next start
simple.  Set both your software and hardware to talk the NMEA
standard.  Then, once working you can step it up to the Garmin
standards. Since some of the configuration is working, I would
think that there is a misconfiguration in the software that isn't
working.  Try there first.

I had the same difficulties when I used my laptop and GPS for the
first time.
