sorry, that is the expression used in the advertising.
they are a fabric  accordion where both the front edge and the back edge are
sewn  to the one below.  a cross section view makes it look like a string of
bubbles.   they can be made of one dark and one translucent  so that you can
rotate the set and make them sunblockers or reverse the rotation and they will
transmit a LOT of light.  then they make them with graduated degrees of light
transmission from top to bottow, all colors, etc....
