[A/S] Little wire attached to fuse?

A pain in a toe turned out to be a little bracket shaped wire, I last saw  it 
during a repair of some kind.  The fuse was either in the main fuse box or a 
single fuse in a rear bath closet of my ''79 Argosy 28/29'. Cousins 
were in browsing and lost it. My 12 volt system is not working. 
Anyone know which fuse it should be on or why? Should little wires on fuses 
be there? Don't need the overhead lights.  Can I remove the battery & turn off 
the buzzing univolt  or will that hurt the system, wires? I am taking a year 
of college and will be parked (in the travel trailer) until Oct of next year.
