You said you are plugged into a 15 amp circut, but not trying to use 
the AC. Does that mean you have the wall thermostat turned off? If 
you do, the fan will run but the compressor will not. You said you 
are getting a hum. Is the fan running when you hear the hum? If you 
have the wall thermostat turned off and the fan switch located on the 
unit turned on the fan should run, but if it doesn't and all you hear 
is a hum, you may have a bad fan. Do you hear a hum when both the 
wall thermostat and the unit switch are off? A 15 amp circut is 
enough to run the fan only but will not handle the compressor. You 
will be trying to run with low voltage and will burn a good unit.
