To keep the hitch from walking away, just lock it to the ball when you
install it.  There are some hardened pins available for that.  Also, the
brackets are secured to the A-frame with self-tapping sheet metal screws
that are pretty sturdy.  You could grind the heads of them down so they
couldn't be removed. It would take a determined thief to got the hitch off
the rig.
