It's not that you don't get twice the noise, it's just that decibels (or 
more precisely bels are powers, decibels are 1/10 of a bel) are powers of 
ten. (Logarithms).  Hence 3 dB is double the noise "power".  To be more 
exact 10^.3=2(ish).  Bell Labs engineers' sneaky way to avoid multiplying by 
converting numbers to powers of 10 then adding the powers.  Don't forget in 
the old days all we had was slide rules and pencils.  Addition worked easier 
than multiplication.
