I assume since wheels are inside trailer that someone jacked trailer and 
removed tires and wheels for storage. Since tires have to be remounted and 
trailer jacked up, your main concern should be where is it safe to jack! 
There are two places that are safe, on the frame between the tires, NOT ON 
AXLE, and approx. 36" behind the tires their should be a 2" sq. aluminum tag 
with a notice jack here. The tag location is on the main frame front to rear 
and at a cross brace going across the trailer. Towing one mile should be safe 
without checking bearings and etc. When wheels are mounted you can spin to 
clear any rust between brakes and drum.
I assume that if someone went to trouble to remove tires for storage that 
unit was in decent shape at that time and bearings should be OK for towing 
one mile
