  You are correct, but not to the degree you might think. It takes very 
little more fuel to move the rig down the road, even if it weighs 1000# 
more. (and your trailer probably holds only a few hundred pounds of 
water, not near 1000#) Most additional fuel used due to heavier weight 
is used in getting the rig up to speed. When it already weighs 12,000# 
or more, the weight of the water (or lack thereof) makes little 
difference, even during the accelleration phase.
