[A/S] 61 Bambi, removing a tire

From Eric and Linda, our Bambi is at a friends house. I asked him to 
pull the tires and bring them to me so Hubcap Heaven can try to 
duplicate the 4-lug rims.  He jacked the Bambi up under the axle and 
the tire will not drop down enough to let you take it off.  Is the 
tire suppose to drop lower? Do we maybe have a stuck shock absorber? 
Surely you don't have to remove the fender well cover just to change 
a tire? HEEEEELLLLPPPPP!!!!!!
