GVWR has little bearing on towing capability.  Gross Vehicle Weight Rating
(GVWR) refers to the maximum permissible weight of the vehicle itself i.e.
accessory equipment, fuel, passengers, luggage, etc.  Manufacturers do not
provide towing ratings on a placard on the door post, only GVWR.

The figure you seek is Gross Combined Weight Rating (GCWR) or Maximum Tow
Rating.  It can be found, for current models, in a brochure in the dealer
showroom or in the salesman's product information catalogs as well as other
lists which compile ratings for many vehicles.

A Tahoe has adequate power for towing a Safari but its relatively short
wheelbase makes it inherently less stable than a tow vehicle with longer
wheelbase.  A long wheelbase Suburban or pickup truck is more stable because
the longer wheelbase is better able to resist sway induced by the trailer.
I'm not saying a Tahoe is unsuitable, just less suitable than a Suburban.
