I don't know about yours specifically, but the heat strip in my Duo-Therm (I
think) AC in my '84 cycles off and on maintaining whatever temperature is
called for by the knob.  The knob is not marked in degrees but knob position
still determines the temperature.

I guess the circuitry is similar to that used in the small portable electric
heaters that many people use for supplementary heating.
