Jim,
I'm not sure what that temperature is but I remember
reading that extreme cold reduces propane's ability to
change from a liquid to a gas in low temperatures. The
end result is a lowering of gas pressure.  In these
situations I think the propane is mixed with butane. 
Maybe those of you who live in cold climes and heat
with propane have experience with this.
