As a police officer who has been to many traffic fatalities, I can tell you
that a "headache rack" (aluminum or steel divider) is the ONLY way to
protect yourself from stuff coming forward, particularly in a collision.
Even a briefcase tucked behind the driver's seat of a car will project up
and over the seat, decapitating the driver in a head-on collision.  Our
rural patrol vehicle, a Suburban, has a steel cage between the cargo space
and the rear seat (obviously to keep the bad guys in, but also to keep the
500lbs of gear in the back from coming forward).  Don't skimp, if you can't
find an aftermarket from an auto accessories outlet, have one custom made.
