Regardless of who pulls it, you would want to get the new tires on
it before it is pulled. If a tire should blow out, you run high risk
of wiping our a skin segment. I just did that a month ago. ~$700
estimate for repair and that is a very small section behind the
wheel and the wheel well molding. Several people on list have done
that or more when they lost a tire. 

If he is going to pay for them great. But if you are going to buy
them anyway, you should strongly consider replacing them and packing
the wheel bearings before its towed.
