What he is describing is addressed by Airstream Service Bulletin #1 
(honest). Under the heading "Frame Separation - 1968 and prior models" 
it describes how to reattach the U shaped floor channel. The
floor channel is a perimeter mounted channel that is the junction of the 
inner and outer skin and the floor decking. When originally installed 
the channel is mounted through the floor deck to the
outriggers and frame at each point they intersect. In the rear those are 
the main frame rail intersections. The original anchor assembly used 
load spreading washers that were to small or susceptible
to rust. When the anchors gave up it allowed the shell and channel to 
lift from the floor deck with the result you are seeing.
The repair involves opening up the shell to access the intersection. The 
rear banana wraps must be removed to give access to the frame rail so 
that a new hole can be drilled up through the frame rail
and the U channel. Once drilled a 3" 3/3" bolt with washer are inserted 
from below with an additional washer and nut from above. Once tightened 
this will bring the shell and bumper securely back
together. They also recommend additional wood screws through the U 
channel into the floor deck.
