The function of the Air Conditioner is to cool the air while at the same 
time removing the humidity in your space which contriubtes to discomfort. 
 Air conditioning works OK in dry climate as there is always some 
humidity in the air.
The AC will provide a dry coldness to an area.

The evaporative or swamp cooler works the opposite in that it puts 
humidty into the air.  Its purpose is to find the proper balance of heat 
and humidty to make you feel comfortable.  The swamp cooler is effective 
when you reach the proper "comfort zone" or balance of these two 
characteristics.  It may feel comfortably cool in your space but if you 
check you might be surprized to see  the temp at 80 degrees in the space 
but if you have a humidity level of around 35 to 40%  you are in pleasant 
comfort zone.   When humidity in the space reaches 50% you are leaving 
the  " comfort zone"  An important feature of swamp coolers is that you 
need to be exhausting air out of your space equal to the amount you are 
bringing so you need to keep some windows or other venting  open.  Swamp 
coolers (evap. coolers) work great in the the western dry country, either 
North or South, but are not use in humid areas. Here in SW they are great 
except during rainey season which is usually in July when humidity can 
get to high.
