What are you towing it with?  I pulled my trailer from Cincinnati to St Louis 
with no brakes........ I stayed way far behind traffic, drove carefully at a 
resonable speed... and most importantly I have a big truck that could handle 
stopping the rig. I never noticed the difference frankly...... (oddly)

It is illegal if it's over 3000#..... I don't recommend it, but if you don't 
get caught........... or have a wreck..........
