[A/S] 1965 Overlander Brake Question

After having my Airstream sit for about 3 to 4 weeks, I went to move it and 
the right rear wheel was locked.  I backed up and seemed to release it,  When 
I parked it, with the power caple attached to my truck, from under the belly 
toward the front, I heard a sound, some what like a flasher would make every 
30 to 45 seconds.  Does anyone have an idea why the brakes would lock andwhat 
that noise is?
