HI Suzie,
 I have used a product called "Nutserts" for just such an 
application.  They are installed into a drilled hole, from the 
outside, and "pulled-in" just like a pop-rivet.  You use a tool that 
is very like the rivet tool used to pull-in pop-rivets.  After 
installing the Nutsert, you attach "whatever" with the correct size 
screw/bolt that fits the size of the Nutsert.  Nutserts come in 
various sizes, but the two that I have used most often are 8/32 and 
10/24.  I also have used them on thin wood with STRONG result.
