Yes, he is. Vulkem is to thick to work on the outside of segment joints. 
There are several different products that work to seal segment seams. 
Parbond Aluminum is one. We use Alcoa's Gutter Seal. The
idea is to fill the seam to prevent dirt and moisture from wicking in. 
It is particularly important to make sure the front is sealed. Sealing 
can be done with or without clearcote on the coach. And
for you Argosy owner's it can be painted over.
It is strongly recommended that you practise off the coach with 
whichever sealer you select. They are very liquid and can get out of 
hand quickly.
