At that price I think you got TOOK BIG TIME

The price of a new ODP valve is only $12 to $17 depending on
the tank size.   
The INSPECTION is only a visual inspection by a trained propain
dealer (not just a filling station).
So.. To change the valve and fill the tank should only cost you around
$25 bucks,  And that is for steel or aluminum.
