Not sure where you got those number's. Here in Idaho there is no current
requirement for toad brakes. While there are restrictions on cargo trailer
brakes, the requirement has not been applied to toads to date. Neither have
we heard of any enforcement in Utah.  The only one widely publicized in the
RV industry is British Columbia's requirement which went up to over 3000 lbs
last year.
