Hunter,
 The legal requirement for brakes varies with localities. Nearly
everyplace requires brakes on something weighing over 3000#, IIRC. And
British Columbia requires brakes on something weighing over 1000#. They
enforce it to the point that if they catch you, you WILL unhook your
toad and the 'other' person will drive it seperately, you will tow no
further while in BC.
