I think you're confusing GSM (Global System for Mobile communications)
with GPS (Global Positioning System).  Apples and oranges.  One is for
talking, one is for walking, :-).

Voicestream is one provider of GSM services.  http://www.voicestream.com

GSM rate plans are competitive with digital cellular rate plans.  Just
do a search on GSM and you'll get lots of hits.
