 A GFCI breaker will trip if there's 5 milliamps or more difference between
the current on the 'hot' and 'neutral' leads. As it takes about 50 ma to
kill a person, this is good protection. Unfortunately, it also means that
the slightest bit of current leakage will cause the breaker to trip, even if
the safety ground is intact and you're otherwise safe.
