I think that's a function of the cell phone system's ability to handle the data
rate.  The modem can certainly handle more than that, and so can the computers
at both ends.

My PC card modem, several years old now but already cellular capable, is rated
at 28,800 but I had the same experience as Hunter, you have to throttle way back
to maintain a cellular connection.  The modems are supposed to adjust the data
rate automatically to line conditions, but that did not work well over cellular.
