Actually, after thinking a moment, I think it might be the
torque converter that kicks in. Don't forget that you have two settings on
it. On one, it is supposed to kick in at about a certain speed of 30 or 40
mph; On the other it is always on while the exhaust brake is
on. Have you tried the two settings ?
