Could be undercoating, looks like the tar I have used to patch/reseal
flashing etc. on roofs.  I have found it will dissolve with adhesive remover
(left over from a tile job)  so far it doesn't seam to hurt the aluminum, its
methyl chloride.  It is a very slow process takes about 30 minutes to wake
the tar up enough to scrape off.
