I had that problem and solved it, more or less, as follows:

1) flushed out the tank several times and filled it to the top with clean water,
left it for a couple of days to soak

2) dumped it out and immediately got to work with one of those water jet
blasters ... the wand that shoots a jet of water out to the side ... blasted the
sides especially, the sensors are on the side somewhere ... and kept on blasting
till I was tired of holding the damn thing.

You probably want to repeat this every couple of months.

There are some products in RV stores that claim to clean gunk out of the tank. 
I haven't tried any, but that might be the next step if soaking and blasting
didn't do the trick.

All dead on target, except you probably want to wait till the black water tank
is rather more than half full before dumping it.  If you are in a place where
you can do so easily, flush it out after dumping with a filling or two of clean
water.  Not usually practicable at a campground dump station with three or four
other campers lined up behind you ...
