I don't know that that would have been possible.  Anyway it seems the whole
thing was a prearranged move by a particularly sleazy developer, who happens
also to be a State senator and makes full use of his influence in that position
to advance his own commercial interests, to get a foothold on the property. 
Long and complex story with Mafia overtones.

In such situations you don't always, or even usually, have the option of
dictating the terms.  A small town is easily taken over by an influx of new
people who achieve a majority, or at least political power, and set about
changing things to suit their own vision of the world.  Too bad for the
estalished residents if they don't happen to share the same vision.  In that
particular case the President of the town council was the developer's
brother-in-law ... and the realtor who handled the original deal very likely on
the developer's payroll, though you would never be able to prove it.

I am happy to stay away from RV parks with whose rules I disagree.  As I said, I
have so far not actually encountered any such problems myself.  But I'm sorry to
say I don't feel the same tolerance for people who come into an old, established
and pleasant town, transform it into something less desirable to gain a quick
financial advantage, and then go elsewhere to repeat the performance.
