It has been a logn time since I read the instructions, but I think the goal
is to use whatever chain tension is required to restore the tow vehicle to
the same "level" as it is without the tongue load.
My ball mount is adjustable, and after a few months of use I found that it
had "readjusted" itself, and was no longer doing the job with the same
numbe of links as before. I set it up again, and this time I added a steel
spacer between the ball mount and the 2 inch square shaft so it cannot
shift again.

Look closely to see if your ball mount has shifted as mine did. The
giveaway on mine was that I could see the washer marks from where I had
originally tightened the bolts no longer matched where the washers were.
