         I think you're right about the cleanup, but I don't think that's 
what they are (were) worried about - it's the very rapid spread of the 
propane, compared to the gasoline, that makes a widespread explosion threat 
more likely.  Of course, a significant gasoline spill can/will do the same 
thing, just takes a little longer.
         Of course, , it may have been simply that the policy was just not 
well thought out.  Environmental issues were not "all the rage" back when 
most of these restrictions were placed.
         Not all tunnels restrict propane; for example, the one through the 
Cumberland gap (TN to KY on I-25) does not have this particular 
restriction, although they do have a restriction on some classes of 
explosive cargo.
