Rick, on my '99, the brake and 12 volt line was under
the master cylinder. (A blue wire and an orange wire,
wrapped in tape.) 
At the rear, all wires (lights, brakes, etc) were on
the drivers side, just in front of the rear bumper.
They were wrapped in black tape and secured to a frame
rail. The brake and tail light wires are already
connected so that you will only have to wire them to
the plug on the back of your Suburban. The color code
is listed in the owners manual.
